Just ask STATS (FVT/GE). Know which programs fail before ED publishes it
STATS (the Student Tuition and Transparency System) is the federal accountability rule set by the One Big Beautiful Bill Act (OBBBA) that tests whether a program's graduates out-earn a comparison group: a high-school graduate in your state, or a bachelor's-degree holder for graduate programs. The STATS AI Agent reads the Program Performance Data (PPD) dataset and tells you which of your programs pass or fail, in plain English.

Ask questions like a conversation:
- • "Are any of our programs close to failing?"
- • "What is the risk severity of the failing programs?"
- ...and any STATS (FVT/GE) question you'd otherwise dig through six federal files to answer.
"Which of our programs fail the STATS (FVT/GE) earnings premium test?"
3 of your 41 programs fall below their earnings benchmark.
Two are undergraduate certificates; one is a master's. Together, they enroll 9% of your Title IV recipients. That's under the 50% institutional threshold, so your overall eligibility isn't at risk yet.
What is STATS (FVT/GE)?
STATS (FVT/GE), the Student Tuition and Transparency System, is the successor to the Financial Value Transparency / Gainful Employment (FVT/GE) framework. Established by the One Big Beautiful Bill Act (OBBBA), STATS (FVT/GE) carries forward the Earnings Premium test from FVT/GE and extends it to every program that takes federal student loans, measuring whether each one delivers enough economic value to justify that aid.
Also called: FVT/GE dataset, Program Performance Data (PPD), STATS PPD :2026. The same federal release is referenced by all three names. The STATS AI Agent, FVT/GE AI Agent, and PPD AI Agent all describe this product. For a deeper explainer, read STATS vs FVT/GE vs PPD: what's the difference?.
The test itself is simple: do graduates out-earn a high-school graduate in your state? For degree and graduate programs, the benchmark is a bachelor's-degree holder four years after graduation. Programs that fail two of three years lose federal loan eligibility.
Built and maintained by the U.S. Department of Education's Office of the Chief Economist (OCE) and Federal Student Aid (FSA), the STATS (FVT/GE) dataset covers earnings, debt, enrollment, completions, and financial aid for every Title IV program. Programs are keyed by institution (OPEID6), credential level, and 4-digit CIP field, with Earnings Premium pass/fail results, Gainful Employment (GE) flags, and cohort-level median earnings benchmarked against non-college earners in the same state.

Asked Questions
STATS (the Student Tuition and Transparency System) is a federal law, established by the One Big Beautiful Bill Act (OBBBA) in 2025. It's the successor to the FVT/GE framework and asks one question of every program that takes federal aid: do graduates out-earn someone who never went to college? Programs that fail this Earnings Premium test two of three years lose federal loan eligibility.
They refer to the same federal program-level dataset under different names. STATS (Student Tuition and Transparency System) is the policy framework created by OBBBA. FVT/GE (Financial Value Transparency / Gainful Employment) is the methodology STATS inherited. PPD (Program Performance Data) is the actual published data file from the Department of Education. The Clema STATS AI Agent, FVT/GE AI Agent, and PPD AI Agent all describe the same product working on the same dataset.
The original Gainful Employment rule (2014) used a debt-to-earnings test and applied only to certificates and for-profit programs (the GE-eligible programs). The 2023 FVT/GE regime added the Earnings Premium test, but consequences still applied only to GE programs; non-GE programs (degrees at public and nonprofit colleges) only had to report and disclose. STATS now keeps only the Earnings Premium test, drops debt-to-earnings, and applies consequences to both GE and non-GE programs. That means every program at every college. And because it's a statute, not a regulation, it can't be reversed by the next administration.
A program that fails the Earnings Premium test two of three years loses federal loan eligibility. And if more than 50% of your institution's Title IV funds or recipients sit in failing programs, the whole institution goes on provisional status.
No. STATS is a federal aid-eligibility law and is separate from accreditation. It doesn't directly revoke it.
Not every program will have a result. Programs with small graduate cohorts are suppressed for privacy, so some may not show an earnings figure. The agent flags these so you know exactly where you have no preview.
The data is published only at the 4-digit CIP level. When ED publishes the official results, they'll be at the more specific 6-digit CIP level. Treat these results as a strong, data-grounded preview rather than the final verdict.
No. This is informational data, a provisional preview of the methodology and likely results. The official results that determine eligibility will be published by ED starting July 1, 2027.
